Preheat the oven to 180Β°C (350Β°F) and line a muffin tin with parchment paper or butter it.
In a large bowl, combine the oats with the baking powder.
Add the milk and mix well. Let stand for 5 minutes so the oats absorb some of the liquid.
Add the grated carrot and apple, chopped apricots, and raisins. Mix until all ingredients are well combined.
Pour the mixture into the muffin tins, filling them 3/4 full.
Bake for 25 to 30 minutes, or until the muffins are golden brown and a toothpick inserted comes out clean.
Cool on a wire rack before removing from the tin.
